Introduction by Pr. François Bafoil (SciencesPo – CERI).Chang Tien-Chin is a lawyer, currently serving as Vice Chairman of the Mainland Affairs Council, Republic of China. Chang studied Law at the National Taiwan University and obtained a S.J.D. degree at Tulane Law School (USA) in 1984. While practicing Law for several firms, Chang Tien-Chin served several official positions in Taiwan’s administration including Scientific Advisor for the Ministry of Transportation and Communications (2002-2008) and Director of Law Department for the Preparatory Office for National Communications Commission (2003-2005).
